    Human Resource Department: How Do I Set Up?

    If you were given the task of setting up a new Human Resource Department in a small company where would you begin? Such a task would be extremely daunting, but not impossible, if you follow a few tips. To begin, you need to answer some basic questions:

    Why do you want to set one up? What’s changed to make you or the organization believe that an HR department is needed now? What do you want the HR department to do? How will this function contribute to the success and bottom-line of the organization? Will it add value?

    In other words, before you begin the task, you need to have a clear definition of the mission and goals of the department and secondly, what role you will play as “head” of the HR function. Once you have clear direction, there are some key “audit” issues that you need to focus on.

    Do you have personnel files on all your employees? Are they current? Do you have all the legally required documentation? Do you have items in the files that don’t belong there?

    Do you have policies and procedures? Are they up-to-date? Are they followed? Do you have an employee handbook? Do you have the right language in it? Have you inadvertently created a contract between you and your employees? Do you have policies dealing with ADA, EEO, FMLA, sexual harassment, workers’ compensation, safety, benefits, discipline, etc.?

    Are you in compliance with state and federal regulations? Do you have a working knowledge of the law? Do you have all the required postings, forms, and documentation required by the respective governmental agencies? Are all the managers aware of their legal responsibilities and liabilities?

    Are you recruiting and selecting the right people? Are you aware of the talent and skills needed to move your organization forward? Do you know where to find these people? Are you recruiting in a cost effective manner? Are your managers trained in interviewing techniques?

    What kind of compensation plan do you have? Is it meeting the organization’s needs? Is it motivating your employees? Is it competitive and fair? How about your benefits? Are you getting the best coverage for your people at a price the employees and the organization can afford? Is your total compensation attractive enough to retain existing people and be an incentive to new people?

    What’s it like working at your company? Are people productive and motivated? Are you looking at the indicators of a productive and motivated workforce (absenteeism, tardiness, turnover, grievances, high workers’ compensation rates, poor quality, missed deliveries, and poor productivity)?

    What about your training? Are manager’s and employee’s skills current? Is training a “way-of-life”? Are you growing your people or do you have to go to the outside every time you need someone with a specialization? Are supervisors effectively managing their employees?

    Are managers and employees kept informed? Do they know what’s going on? Is the grapevine the main source of communication? What are the sources of communication?

    Obviously it is impossible to make a complete guide of things you need to consider when starting a new HR department in a small company. However, these are some of things you should consider. As you begin the process, get some professional help, whether through networking with peers, other organizations, or outside expertise. It is a big task, but one that is critical to the organization.

    Futurists and Prescription for the Future

    Many people read articles and books from futurists with interest. Some are fascinated by the borderline science fiction and reality blend. If you are one of those people you have probably noticed that the world of innovation and discovery is moving faster than ever before in human history. One book, which I recommend is:

    “Prescription for the Future-How the Technology is Changing the Pulse of Global Health” Care-By Moore, Rey, Rollins.

    It is written in conjunction with Anderson Consulting. It is interesting how many things in this book describing the future came to be and how many things did not. It was written in 1996 and predicted some great things and the ideals presented produced some great things, yet right after this book Columbia Health Care showed everyone the light. This book cited real life examples and successes and real life failures. In hindsight we see that the idealism was ahead of its time and the components, which did not fit were many of the things, which were not in the equation; Government regulations for one. Would I recommend this book? Yes just like I would recommend “Business at the Speed of Thought” or “Bill Gates Speaks,” yet I would not call “Prescription for the Future” the end all cure all for health care. It is interesting to hear President Bush speak on the health care issue of HIPPA stating that technology in IT will solve the regulatory hardship and indeed if you read any of the white papers from BitPipe, they will show his statement is correct. And we are seeing PDA wireless devices, which are HIPPA safe with encrypted 802.11 and the tele-robotics has surely become a common used tool for surgery half way around the globe. These trends will continue and the science and technology improve. Futurists predict it and money is flowing from VC to industry to make it so.

    Recent technology has revolutionized the healthcare industry forever. I question many aspects of this book along with those methods recommended in a book like TQM, the new and the old cannot fully be integrated and sometimes the old must be destroyed to usher in the new, otherwise the you just get new buzzwords and minutia.

    Most of the examples of case studies and real life successes in this book and there were a ton of them, should be studied and celebrated. I only recommend this book as a exercise in thought process and problem solving as it will help anyone in any industry to innovate, but I do not recommend this book to anyone wanting to revitalize an HMO or Hospital because it is now outdated; see how fast the world moves in 10-years. That statement in itself proves the book’s point. I see why it was so popular back in its hay day. I probably should have read it then when I bought the damn thing. If you are a professional, consolidator or in the Health care industry you should read it, with a salt shaker near by, if you are an innovator, inventor, thinker; or perhaps you wish to be, then go pick up a copy today. Read it chapter by chapter and think on it, you will be glad you did.

    Drug Testing: A Workforce In Dilemma

    When I began my working career, drug testing was not even a word combination. I had never been exposed to drugs beyond the point of alcoholic beverages, and then only on special occasions and holidays. To contemplate daily usage of some foreign substance was beyond my realm of possibilities. I was not alone. That was twenty-five years and many drug issues ago.

    Today, if you apply for a job, of any kind, you will be drug tested. Why? Because a lot has changed in twenty-five years. Today, the prevalence of drug abuse in every level of our society has grown beyond anyone’s belief. Drugs have infected our teens, our adults, the rich, the poor; even the sanctuaries of our churches are no longer exempted. If you can manage to reach the age of thirteen, without exposure to marijuana, hallucinogenic substances, or the common place alcoholic beverage, you are an exception. With so many opportunities for experimentation, it’s no wonder that we have a problem with drug addiction in our workplace. Once a young person becomes addicted to a drug, the chances of abstinence are low, until it begins to affect their ability to generate an income, or interact in relationships.

    The point of intervention for most employers is to simply prohibit the employment of an individual that tests positive for drug use. The cost to employers for employees with drug or substance abuse problems is staggering. Employees will cost their twice as much in medical bills and workmen’s compensation claims. Drug related crime is the second largest expense to an employer. Lost productivity for victims and lost employees due to incarceration for drug crimes accounts for the bulk of the drug related expense.

    Thanks to the advent of drug testing in the workplace, drug use rates have continued to decline since 1992, and remain stabilized today around 7%. Implementing a drug testing program in your place of business has never been easier, and the cost is minimal. Businesses have access to many hundreds of companies that are drug testing administrators. These companies will provide your business with everything you need to drug test all employees, or randomly test a few employees. You simply notify the administrating company when you’re ready to test, and they handle the rest. The administrator performs onsite interviewing and testing, proceeds to having the tests processed and providing you with the results.

    Drug testing for the most common illegal drugs is readily available, and some of the more difficult testing options can be incorporated at the customer’s request. Drug test kits for the most common tests require the individual being tested to supply a certain amount of urine, in a tube, vial, or small cup. Introduction of a fairly new test strip further ensure the laboratory that the urine provided is not “borrowed” and brought into the testing facility. Other common forms of test methods are saliva, hair and blood. Generally speaking, however, urine provides the most reliable results at the most economical expense.

    Making Time to Market Your Private Practice

    1. Start with a six-month plan.
    If you are not doing very much marketing or if you are unhappy with your marketing efforts, a six month marketing plan is a good place to start. Schedule some time in your agenda to create a marketing plan. Anticipate marketing opportunities related to holidays or special events like mental health week or national depression screening day.

    2. Set monthly and weekly marketing goals.
    Once you’ve developed a six month plan, the next step is to include marketing time in your monthly and weekly agenda. How much time is enough time? If you are seeing less than 10 clients per week a good guideline is to spend at least one day per week on marketing.

    3. Create a marketing to-do list.
    Include a variety of marketing activities like distributing your brochure, presenting a free seminar at your local library, or writing a newsletter. Create a weekly to-do list and use it!

    4. Double-up your marketing efforts.
    Keep a good supply of brochures and business cards in your car and in your briefcase so that you can take advantage of impromptu marketing opportunities - drop off brochures at a doctor’s office that is next door to a networking event you are attending.

    5. Take time to get your office organized.
    A messy office can and will distract you when you are working on marketing your private practice.
